How do I get a business card with at least 15,000 dollar limit? What's the best one?

I'm starting a small business and that is the most I will need.

I am interested in low interest rates more than rewards.

Any credit card you get will actually be tied to you personally. It will only look like a business credit card.
Banks rarely issue business cards of any kind for new businesses. They expect some kind of track record.
