If I apply for a credit card online but don't complete the process can I be charged with a crime?

If I apply online for a credit card under someone else's name and the website told me to call to complete the process but I never did, and therefor never received/got/used the card have I committed a crime and if so what?

It could be fraud, identity theft or the attempt. you can be charged for the attempt. Attempted fraud, attempted identity theft
